Bicycle Task Force Meeting Minutes
November 14, 2002
1 Attendance

2 Update from Ben Taylor

Red/Green items will be completed in November. McCallie Ave/Bailey corridor is pending on
two-way conversion. Chestnut Street is pending completion of Market St construction.
Dodds/Main Street is contingent on McCallie/Bailey and is pending.
Bike racks for CARTA have been ordered. They are still looking into best way to
accommodate racks on Incline. Fixed bicycle racks for bus stops have not been funded as of
yet.
Storm grates are being changed along Moccasin Bend routes.
Riverpark Greenway construction between Sandbar and Riverpark is progressing and should be
complete by September, 2003.
North Chickamauga Greenway is being extended north of Hamil Road.
Chris Gilligan to follow-up with Mayor on McCallie/Bailey Ave construction to include
bicycle lanes.[Chris Gilligan] called and spoke to Corker's Secretary, left message with
Executive Assistant.
Chris Gilligan to follow-up at next MPO meeting to determine status among municipalities
with adoption of Master Bicycle Plan.

- North Georgia - It would be beneficial for all in support
of the bike master plan facillities proposed for Georgia to attend the Rossville City
Council meeting on November 25th, 7:00 pm, at the city hall on McFarland St. Some Georgia
jurisdictions have been hesitant about the plan and a show of public support could
definitely be helpful.
Melissa: Advise Daisy of contacts with municpalities to
publish within CBC so that members may contact officials in their area directly. Check out
the BTF link on the CBC website!

4 Review Bicycle Count tabulation forms
Bicycle Task Force members will conduct bicycle traffic
counts at the following locations. This will provide BTF with benchmark data as part of
the Bicycle Master Plan and will also collect helmet use data for the Department of
Health. Please let us know if you can help out!

5 Other Business
5.1 Red Bank Christmas Festival
Red Bank has solicited cyclists and skaters to
participate in their Christmas parade on December 6 at 5:00 PM. We feel that anything we
can do to support this community will promote goodwill for our organization and cause.
5.2 Helmet Designs for Riverpark signage
Cheryl Shouse is working on designs for signs to promote
helmet usage. If you have any ideas or artwork, please let her know.
5.3 SORBA Grant Application for Lookout Mtn

I spoke to Bobby Davenport last week , and he told me a
revised recreational development plan will be available "any day now", with a
final version ready before the end of the year. He suggested we broaden our vision
considerably, because we are talking about a fifteen mile corridor with the potential for
literally hundreds of miles of trails. Our small grant project becomes one piece in the
puzzle of "how does it work", "it" being the vision of a developed
public recreation area within the protected conservation landscape on Lookout.
The next goal for the Lula Lake Land Trust, according to
Bobby, is to develop and implement the recreational use plan. That's a big challenge, and
I think the Trust are counting on us to be a big part of that work. Bobby told me that of
the user groups involved, we (CBC/SORBA/cyclists) are are farther along in our progress
toward that goal. He is anxious to show us around the area and explore the possibilities
with us.
As an example of big thinking, he related the funding scheme for the Cloudland connector
acquisition... in which millions of dollars of federal funds were leveraged to acquire the
property and transfer ownership to the state of Georgia. Bobby told me that final cost to
Georgia taxpayers was virtually nil, and cost to federal taxpayers was nil, because the
funds came from offshore oil drilling fees/royalties. Those funds were matched with land
donations, and the Land Trust was able to get their debt down to nil through the
sale/transfer.
This is all the result of big picture thinking, long term
planning and persistent work. But there is always more work to do [Chris Gilligan] .
