Bicycle Task Force Meeting Minutes

February 13, 2003

1 Attendance

Chris Gilligan, Philip Pugliese, Ruth Barnes, Jim Ledbetter, Ben Taylor, Daisy Blanton, Hugh Worthy, Cheryl Shouse, Tom Ingledew, Guy Beatty, Rob Eldridge, Marty Brown, Carla Askonas, Karen Hundt, Melissa Dickinson, Colleen Carboni.

2 Activate Chattanooga Update

Grant proposal for the Active Living by Design program was submitted as required -- Notifications for second round are on March 21st.

Current partners include:  The Trust for Public Land, Chattanooga-Hamilton County Health Dept.,  Chattanooga Urban Area Bicycle Task Force, City of Chattanooga Department of Parks, Recreation, Arts & Culture, Regional Public Planning Agency (RPA),  Regional Health Council, CARTA, University of Tennessee at Chattanooga, Chattanooga Housing Authority, Greenways Task Force, Chattanooga Bicycle Club, National Park Service: Rivers, Trails & Planning & Urban Design, BlueCross BlueShield of TN Community Trust, Community Impact Fund.       

Carla Askonas will call for next meeting of Activate Chattanooga sometime this month.

3 East/West Bicycle Corridor

McCallie Ave/Bailey Ave one-way conversion will not accommodate bicycle lanes.   While Share the Road signs may be posted, we need to evaluate an alternative east/west route.  Current plan is for McCallie to be 4 lanes (2 each direction) between Dodds and Central.  From Central to downtown, plan is for 2 traffic lanes (1 each way) + a center turn lane + parking along one side.  These options do not allow for 13' outside lane which is official minimum standard for a share the road lane.  Alternative east/west options could include 8th St, 10th St or Main St.   Eight Street has several problems which have been addressed, Main Street has very narrow lanes.  Any alternative must include access to either Bailey, McCallie or 3rd St bridges over railroad yard.

An Evaluation ride is scheduled for this Monday, February 17th, from 11:30 to about 1:00 PM.   Meet at Barking Legs Theater on Dodds Ave, just south of Bailey.

Colleen Carboni, Rob Eldridge, Ben Taylor and Chris Gilligan will specifically be working on this issue to coordinate with the Mayor's office.

4 Bike to Work Schedule

Our first Bike to Work day is currently schedule for Friday, April 4.  In addition to morning rides, we hope to have a Bicycle Fair event (Miller Plaza or Coolidge Park).  Might also include CARTA Bus+bicycle rack demonstration.   Melissa, Marty, Colleen and Cheryl will review 2002 materials to update for 2003.  This will kick-off the Summer of Bicycle Love!   Well, maybe we’re looking for a better name… any PR experts out there?

5 Upcoming Events

5.1 Heritage Park Grand Opening

April 5th at Heritage Park on East Brainerd Road.  CBC will be coordinate several bicycle activities.   We may be able to continue some of our April 4 events with these activities.

5.2 Neighborhoods USA Convention

National convention to be held on May 22nd.   Bicycle tours will be led from Alton Park and the Riverwalk to Coolidge Park.  Sag support, transportation and other volunteers will be needed.  Mike Pollack and Jim Farmer will be leading rides.  Skater/cycling support request to help sag.

6 LAB Bike Friendly Community

BTF will submit application for Chattanooga as Bicycle Friendly Community. 

The National Bike Summit will be held in Washington, D.C.,  March 5-7.

7 Choo Choo Challenge

The First Annual Choo Choo Challenge will be held May 31-June 1.  This event will benefit Memorial Hospital's Cancer Resource Center. 

Volunteers and riders, and teams are needed.

8 CARTA Bicycle Racks

Preview demonstration will be held on Friday, February 14th at 11:00 AM.  Meet at CARTA's main office at the corner of Holtzclaw and Wilcox.

9.1 Bicycle Counts

Those working on bicycle counts please complete and return to Melissa Dickinson by the end of the month.
