Bicycle Task Force Meeting Minutes

January 9, 2003

1 Attendance

2 Year End Review of Bike Related Accomplishments

BTF will prepare presentation for City Council and other municipalities to document progress in 2002.

  • Adoption of Bicycle Master Plan by most communities.
  • Bike To Work Days
  • Bicycle Counts - Data Collection
  • Scavenger Hunt
  • Unisex shower at DRC
  • 25% increase in CBC membership
  • CARTA Bicycle Racks ordered
  • Advocacy Award from Specialized Bicycles
  • Application planning for $200K Active Living by Design Grant
  • Expanded partnerships and coordination with Greenway Task Force and other agencies.
  • CBC Charity Work: Contributions to Marion County Food Bank, Boynton Elementary Teachers Wellness Fund, Bethel Bible Village, U.S. Forest Service Trail Fund.

3 Officer Elections

Officer elections were held in accordance with Bylaws:

  • Chairperson - Chris Gilligan
  • Vice-Chairperson - Philip Pugliese

4 Active Living Grant Proposal

4.1 Ad Hoc Committee Meetings

Thursday, January 09, 2003, 1030-1200. The following people met as part of an ad-hoc committee to prepare our proposal: Carla Askonas, Philip Pugliese, Melissa Dickinson, Tim Ellis, Ron Strauss, Susan Goldblatt, David Utley, Ramona Wilson, Marty Brown, Chris Gilligan, Bobby Davenport, Sue Knapp, Bill Ullmer.

Friday, January 10, 2003, 1100-1300. The following people met at DRC as working session for grant proposal: Carla Askonas, Melissa Dickinson, Philip Pugliese, Cindee Pulliam, Sue Knapp, Ramona Wilson.

Friday, January 10, 2003, 1430-1530. The following people met at City Hall with Janna Jahn, Senior Grants Specialist for the City and David Eichenthal, Office of Performance Review: Carla Askonas, Melissa Dickinson, Phlip Pugliese, Dana Stoogenke, Jerry Mitchell-Director Parks & Rec.

Discussed gaining City endorsement for grant partnership and how to involve Parks&Rec.

4.2 BTF Meeting Discussion

  • Promote existing facilities with special outreach to low income communities and those with disabilities.
  • We must review how to promote active living within each partner group.
  • Review promotion of Silver Comet Trail outside Atlanta.
  • Look at air quality issues in terms of incentives.
  • Extend bicycle club to neighborhood areas.
  • CARTA will offer advertising space on buses.
  • Look at promoting helmet discounts at area bicycle shops and retailers.
  • Use bicycle rodeo as promotion venue.
  • Work with Public Works to establish template to consider Bicycle Master Plan in all new projects.

6 Bicycle Counts – Melissa Dickinson

All of the count stations and time slots have been assigned.  I will be looking to receive tally sheets from the following people by our February Task Force meeting.  Spring counts will be taken between March and May.  Please let me know if you will be able to do the same counts again.  See the attached record for count totals thus far.  

Thanks to all of you for helping in this effort!!!!!!

  • Colleen - Day and Evening counts for Orchard Knob station on the East/West corridor unless it was the case that you didn't have any during those times and I threw away your sheets since there were no counts.  Please let me know.
  • Marty - You asked about dividing up the 3 hour blocks of time, no I don't think it would be a good idea.   All the counts need to be taken the same way so it is an acceptable research project.  If you need help on your 3 time slots, Cheryl Shouse has offered to help.  I may be able to help as well.
  • Chris - Morning, Day, and Evening counts for MLK/Carter
  • Phil - Morning, Day, and Evening counts for Dayton Blvd/Signal Mtn. Rd
  • Melissa - Morning for Walnut/Frazier
  • Mike Allen - Morning, Day, and Evening for 23rd/Hickory and 38th/Alton Park Blvd
  • Rob - Morning, Day, and Evening for Seminole/Ringgold
